About The Event

As this Circular sets out the policy on implementation of the Security of Payment Provisions in public works contract, join us to hear from the stakeholders in local construction field, i.e. experienced engineer and quantity surveyor, to share their point of views on how it is going to affect their daily operation. Through the roadshow, they will also discuss any potential opportunities and challenges that Hong Kong’s construction industry may encounter after this important change to the legal landscape. 

Our speakers are:

Albert Yeu is a Chairman of our HKICAdj, Senior Resident Engineer at AECOM, Fellow of CIArb and Member of ICE and RICS. He specialized in civil engineering and quantity surveying with over 20 years design and construction experience in tunnels, bridges, highways, waterworks and flood prevention scheme in Hong Kong. Albert has rich dispute resolution experience in the UK, Hong Kong, Malaysia and Australia and listed on a number of panels of arbitrators, adjudicators and mediators globally.

Louis Chan is the Director at Specialist Environmental Solutions, a company specializing in turnkey construction of unique environmental engineering plants and facilities. Ir Chan has over 25 years of experience in design, construction, testing and commissioning, O&M, project, contract and financial management involving civil, building, M&E, environmental and manufacturing assignments, ranging from small consultancies, subcontracts to sizeable infrastructure projects such as the development of the Chek Lap Kok International Airport in the 90’s. He has acted in many roles including project / construction managers on behalf of clients, project director with his own company being a main contractor, as well as project manager of a subcontractor to main contractors
